The key idea of this civic building is to contribute a public space in the form of stair plaza, which invite the public into music making process. The starting point of this design was the idea that there is no public space offering the convenience of seating when walking along the riverside.

The intention was to design a series of continuous theatre space open to the public and city.To create spatial structures that realize a sense of publicity, the theatre plaza creates a continuous circulation from ground to top floor, naturally attracting urban circulation into the building.

The stair plaza is a public loop, planned as place for events, and as space where people can take a rest, use as a music practicing theatre, or perform various activities such as busking and street performances. The idea of exposing performers practicing process creates effective interaction between performers and audiences as well as providing learning opportunities for public.

The stair plaza itself is a learning hub that cultivates music and dance learning and academic sharing for public. The civic building is more than a place for watching performance, it is an institution that inviting the liveliness of the city into the civic music centre.
